Son of Thomas William Heath of Alcester, co. Warwick., where he was born 30 May 1855, and descended from the Heaths of that county. Educated at the Grammar School of his native town, after which he served an apprenticeship with a large firm of drapers in Birmingham. In 1875 he came to Leic. and found employment in the boot and shoe trade, and eventually in 1880, he commenced business on his own account as a boot factor and mercer. For three years he was a member of the Leic. Board of Guardians. In November 1908 he fought and won a seat on the town council for the Wycliffe Ward in the conservative interest, retaining his seat until elected an alderman 28 July 1925. In 1924 he was appointed a J.P. After twenty years of public service he resigned from the corporation in 1928.

Mr. Heath married twice and has issue by his first wife. His second wife, formerly a Miss Burrows, who died in May 1934, was the widow of the late Mr. Denzil Jarvis who was unfortunately drowned in the Titanic disaster in 1912.
