Leicester's third Lord Mayor and one of the most energetic members of the corporation; son of William Hincks of Leic. where he was born 19 July 1870 and descended from an old branch of the family. Leaving school at an early age he was apprenticed to a local firm of engineers. In July 1897 he was elected secretary of the Leic. Branch of the Amalgamated Society of Engineers and did some splendid work on behalf of that body. Later in February 1903 he was appointed secretary to the Leic. Charity Organization Society, one of the strongest and most efficient organizations of its kind in the country, a position which he still retains. During the Great War, Councillor Hincks was attached to the Ministry of Pensions, when that body was first formed. For this and other important War work and services rendered he was awarded the O.B.E. In addition he was the recipient of a magnificent address and £1,000 subscribed by the citizens of Leic., Mrs. Hincks being presented, at the same time, with a silver tea service.

Mr. Hincks first joined the council for the Castle Ward in the liberal interest in 1900. Later he was returned for the Abbey Ward; placed on the Commission of the Peace for the borough in 1917, and elected an alderman 25 October 1932. He has married twice. By his second wife Ada, daughter of the late Mr. William Beaumont of Leic., he has issue, three daughters.
