Rival markets policy (car boot sales licensing)

Rival Market

We licence car boot sales and flea markets via our rival markets policy.


We currently runs retail markets at Market Place in the city centre and at Beaumont Leys Shopping Centre.


A rival market is any market which is not operated by the Council and which falls within a radius of 6.66 miles of one of our markets.

There are 4 categories of rival market:

  • Car Boot Sales
  • Speciality Markets
  • Farmers Markets
  • Regular Markets

In order to determine whether an event is a market, we use the standard legal definition: 'a concourse of buyers and sellers'.  There should also be 5 or more sellers present at the event.

Rival market licenses


It is unlawful to operate a market without a licence. To apply for a licence use the relevant form from the list below. and post it to:

A market licence will normally be issued as long as the application complies with the following conditions:

 

  • No more than 50 trading positions (ie stalls/vehicles/pitches).
  • Each trading position should be a standard size, no more than 8 x 6 feet.
  • Car boot sales should be restricted to private individuals selling second hand items. No new goods should be sold at a car boot sale.
