All Leicester adult residents and the Chair or Vice Chair of the Leicester Young People's Council are entitled to:
- Ask questions at Scrutiny Committees
- Make statements at Scrutiny Committees
- Present petitions to Scrutiny Committees
- Ask questions at full Council meetings
Asking a question at Council and Scrutiny Committees

You will need to submit your question at least 5 days before the relevant meeting. (This excludes the day of receipt, the day of the meeting, Bank Holidays, Saturdays and Sundays).

Include your name and address and preferably a contact phone number. You can either do this in writing, by emailing the address below or using the electronic form below.

Questions can be asked on any subject over which the Council has authority or provides a service. Questions however must be about general issues and not about an individual's personal circumstances.

You will need to consider whether to refer your question to the full Council or a Scrutiny Committee. If you are unsure please contact us.

If you are asking a question it must be one main question about a particular topic and not include a series of sub questions. You may ask one supplementary question at the meeting for the purposes of clarifying the answer given. You may ask more than one question at Council and Scrutiny Committee meetings, however each person is limited to six questions in any municipal year at full Council meetings.

If you do not wish personally to ask the question at the meeting, then you may nominate a friend to ask it on your behalf. We need to know of such an arrangement at the time you give us notice of the question.

We will contact you to acknowledge receipt of your question and to notify you of the date of the meeting to which it is being referred. We will also send you (and whoever is asking the question on your behalf) information on attending the meeting.

Making a Statement of Case or a representation at a Scrutiny Committee

You will need to submit a brief summary of your statement of case / representation at least 5 days before the meeting to which it is being referred. (ie this excludes the day of receipt, the day of the meeting, Bank Holidays, Saturdays and Sundays).
- The notice of your statement of case or representation must include your name and address and preferably a contact phone number. You can either do this in writing, by emailing the address below or using the electronic form.
- At the meeting, at the Chair's discretion, you may be asked questions by the Committee or if your statement relates to an item on the meetings agenda, the Chair may invite you to take further part in the meeting.
- If you do not wish personally to speak at the meeting, then you may a friend speak on your behalf. We need to know of such an arrangement at the time you give us notice of the statement.

Electronic Statement of Case form
At the meeting
A total of 30 minutes will be allowed at the start of the meeting to deal with questions and statements of case / representations from members of the public. Items will be dealt with in the order they have been received.
Each issue being considered either as a question or a statement of case / representation shall be restricted to a 5 minute time limit, unless as part of an agenda item under discussion.
