Pre-Application Planning Advice

As well as dealing with planning applications, we give advice on whether planning permission is needed or has been given, and we can explain to people thinking of carrying out building work or changing the use of a building whether planning permission is likely to be given.

We encourage landowners and developers to discuss ideas for development and improvements before applying for planning permission.

  • Planning permission is often required before building work or changes of use in a property can go ahead.

  • People owning or buying land or buildings can request a ruling on which types of use are authorised on a particular site.
  • An opinion can also be offered on what uses or development may be permitted, although this is subject to the formal Planning Application process.
  • Excellence in building design is promoted by offering free design advice and by assisting with planning applications.

Please contact the Planning service for advice and information.

Smoking Shelters

  • From 1 July 2007, all enclosed public places and workplaces in England will be required by lawto become smokefree. Some businesses are considering providing smoking shelters for their staff and customers to use. You can obtain advice from the City Council on whether a proposed smoking shelter is likely to be acceptable by clicking the following link:
