Under the new system of Development Plans introduced by the Planning and Compulsory Purchase Act 2004, the City Council and County Council have jointly prepared a Waste Development Framework.
This is replacing the existing Waste Local Plan, and will set out how facilities for the management of waste produced in the County and City will be catered for.
The Waste Development Framework will comprise of two documents: -
1. Waste Development Framework Core Strategy document, which defines the vision, objectives and policies for the spatial aspects of waste reduction, re-use and treatment and sets out development control policies that would apply to new development and facilities to treat, recycle and manage all types of waste.
The core strategy also includes a spatial diagram which shows the existing waste sites in Leicester and Leicestershire, as well as broad locations of search for future Key Waste Facilities.
This document was formally adopted on the 8th October 2009 by Leicester City Council and Leicestershire County Council. The adopted Waste Core Strategy is avialable to download below.

2. Waste Development Framework Site Allocations document, which will include specific proposals and policies for the provision of land for waste management development with the framework area.
