Bus Users Panel
“Pledge 2” in the 100 days programme is the establishment of a new Bus Users Panel to include people from across the city representing young people, older people, people with disabilities, families, small businesses, large employers and the public sector.
The Panel will support the Council in holding to account the bus operating companies and will report directly to the City Mayor
It is recommended to establish the panel to meet this pledge.
Bus Users Panel Meeting

Why is it needed?
The City Mayor feels that passengers deserve much greater consistency and progress in the delivery of bus services. Bus companies deliver services that are commercially viable but which can, for example, omit some areas of the city and at night and passengers have no direct voice in determining the range or quality of the services that they receive.
The panel will help passengers voice concerns by:
- Increasing the influence of bus passengers on decisions affecting bus services.
- Developing good communication between bus companies and their passengers.
- Assisting the Council in deciding improvement to infrastructure, including bus lanes, priority for buses at traffic lights, avoiding congestion, stops and shelters.
- Helping the bus companies in developing quality standards.
- Co-ordination to reduce unnecessary competition.
- Information and ticketing.
- Promoting bus services.
