The purchasing of commonly used goods and services is generally arranged on Leicester City Council's behalf by the Eastern Shires Purchasing Organisation (ESPO) - a consortium of 7 member Authorities including Leicester. ESPO supplies goods and services via their catalogue, direct supply contracts or their numerous framework agreements. Our Finance Procedure Rules state that where ESPO supply a product or service, we must only buy from them.
