Financial Thresholds

The thresholds shown below govern contracts that are competitively tested by Leicester City Council. Both our internal Finance and Contract Procedure Rules and EU Law determine the procedures followed for different value purchases.


Definitions:

“Works” - the carrying out of building or engineering works for the Council
“Supplies” - supply of any goods or materials to the Council
“Services” - the provision of any services (including research, professional or consultancy services) to the Council

For purchases below £10,000, we may obtain quotes in order to ascertain and demonstrate the overriding principle of value for money.

For any purchases above £10,000 we will obtain three written quotes from potential suppliers.

For any supplies or services contracts above £50,000 we follow a full tendering procedure. Tenders are always advertised on this website.

For works contracts where a Council Select List of Approved Contractors is used this threshold is £250,000. A minimum of 4 contractors from the Select List will be invited to tender.

Under European Procurement Directives we are required to follow formal EU tendering procedures for contracts with a value the EU thresholds. This includes following prescribed timescales and advertising tendering opportunities Europe-wide via the Official Journal of the European Union (OJEU).

As a guide, EU Directives apply for goods and services currently valued over £173,000 and for works valued over £4.3 million. The current EU thresholds for supplies, works and services can be viewed at the BIP Solutions website.
