Participating in council meetings

You can ask questions at full council or scrutiny meetings, and make statements at scrutiny meetings. This is your opportunity to engage directly with the people who make decisions which affect you.

This is your opportunity to engage directly with the people who make decisions which affect you.

If you have made a written representation on a planning application you may be able to speak if the application is decided at a planning committee. For further information, see our frequently asked questions on public speaking at planning and development control committee during coronavirus.

How do I ask a question?

If you're attending one of our scrutiny commissions, asking questions is a fairly informal process. The chair will simply notify everyone present how much time has been set aside for questions at the start of the meeting.

If you want to ask a question at Full Council, you will need to submit your question at least five clear days before the relevant meeting, either in writing, by email or using our online form. Please make sure you include your name, address and a contact telephone number.

Five clear days excludes the day of submission, the day of the meeting, Bank Holidays, Saturdays and Sundays.

We will contact you to acknowledge receipt of your question and tell you the date of the meeting. You will also be sent information on attending the meeting.

Due to the nature of Full Council meetings, the way your question is dealt with will be more formal than at a scrutiny meeting.

Making a statement or case at a scrutiny meeting

You can also make statements at scrutiny meetings which allows a subject to be considered in more detail.

If you ask to speak at a scrutiny committee, you may be asked questions by committee members. The chair may also invite you to take further part in the meeting.

To submit a statement to a scrutiny committee, you can also write to us, email us or use the online form below:
